Course Description

This training is offered only to members of the NB Association of Municipal Administrators as part of the Municipal Management Training Program.

Local governments have a significant impact on people's daily lives. Of course, they would not exist without enabling legislation. As a civil servant advising the city council you must master these tools to properly guide decision-making and reduce the risk of legal challenges. The purpose of this training is to familiarize yourself with the three provincial laws governing municipalities in New Brunswick and to understand their scope: the Local Governance Act, the Community Planning Act and the Regional Service Delivery Act.

  • Review of the by-laws governing city council;
  • Public servants;
  • Local Service Districts;
  • Administrative penalties;
  • Process of annexation and merger;
  • Plebiscites, council vacancies;
  • Enforcement of by-laws - who does what and how?
  • The land use planning ecosystem.

Learner Outcomes

By the end of this workshop, you will be able to better understand :

  • some key elements of municipal authority; 
  • legislation from the perspective of administrative law and case law;
  • some basic principles of land use planning; and 
  • the functioning of the Local Service Districts.
